In Connecticut law enforcement and other "insiders" can have judges and prosecutors "shopped" for them. There is an agreed outcome before any trial or hearing. The dirty deals are done behind closed doors.

All over America, judges, prosecutors, and defense attorneys owe favors for all they have, their positions, and for future income. They're bought and paid for.

There are more than one White cop who was up for prosecution for executing Blacks. The policy so far, seems to be, that the prosecutor intentionally botches the case, so the officer skates on appeal.
